How to make a fractal illusion loop

Hey there !

I met a guy couple days ago he make really cool fractal loops, no zoom, just cycle offset evolution I'd say, looks a lot like that ( http://www.planetperplex.com/img/fractal_illusion.jpg ), online I found they call that fractal illusion but I found really little information on how to do that specific style, he uses a soft I can't remember the name, if you have an idea. right now I work with after effect but I don't think I could reach my goal with it.
