Is it possible to open .ifs files into Ultra Fractal, and if so, how?

No.
This is because UF was not basically designed to handle IFS fractals.
Since UF4 however it is possible to write IFS formulas for it (using the chaos game or deterministic rendering methods) but for these the entire calculation of the image must be done in the "global:" section of the formula to an image array. This requires a lot of memory and means that there is no progress report, IFS images can't normally be rendered at print quality size and network rendering is not useful (because all computers networked would have to calculate the entire image).
However there are a few of this type of IFS formula for UF, one or two of which do flames and are compatible with (older versions) of Apophysis (Apophysis has an output option to these types as Ultrafractal UPR files).
I have also done two IFS formulas that use the escape-time method for IFS so these have progress reports, can be network rendered and can be disk rendered to any size - these are mmf4.ufm:3D IFS and mmf4.ufm:Escape-time IFS. Unfortunately you can't get the "#hits" colouring algorithm required for flame fractals using this method (or at least not very easily/efficiently, I am working on it).

OK. I just have all of these ifs files from fractint and I just wondered if I could use them again.

you *could* use them, by extracting the transformation data by hand ( 6 values for a transformation, times amount of  transformations + stochastic value for possibility )

i do not know if there is a program to convert it to a Apophysis or Ultrafractal readable format ... sad
