What does 'Threadcount in calculations' stay for in lain user language? Is it number of processor cores? I haven't noticed difference between rendering stills on single\double\quad cores with different parameters.
And what does 'Thread priority' mean - is it similar to process priority in the system?

The more cores, the more threads can be used in parallel, so for the maximum speed you must have the amount of threads for the calculations as cores you have.  Less threads would lead to a slower calculation.

The priority is like the process priority, if you don't use the system while rendering, these settings have not a big impact on the rendering time, but if you have to do other work it is more nice if the rendering does not hinders you from doing so.  This is why i set it to a lower priority on default.

These settings count for most calculations, but a few are performed not in seperate threads like some steps in the SSAO calculation or when file opening/saving, what can cause to some program timeoffs regardless of these settings.
