This was made with Mandelbulb 3D then I added the diver with Gimp 2.8

After making the fractal I downloaded a pic of a scuba diver. Opened the Fractal as a main layer in Gimp 2.8. Opened the scuba diver as a new layer,reduced it then
I copied the scuba diver and turned it the same Green color as the water.
Then lowered the opacity of the green scuba diver to match the water.
and finally put him place and cropped his legs off so he would appear  to
be outside the cave.
