I'm completely in favor of Image Editing fractals, so long as it's not being passed off as an unaltered fractal.

What did you do to achieve the effect?

I usually make them without editing (except for wallpapers) - but this one is great base for "The Fractal Town" idea.

Graphics tablet, after that ctrl+c - ctrl+v, free transform and brightness and contrast.
