It is not rocket science, or a new idea that objects can have a fractal dimension that varies with scale, but these related papers might formalise the idea well... though they're missing the generalisation to position-dependent dimension in addition to scale dependent.  nerd

You would need to find a pleasant transition between discrete dimensions \in \mathbb{N}, assuming a scale \in \mathbb{R}.
