A simple question that I can't seem to find the answer for.....

Are any of the lighting settings animate-able, and if so , which ones?

Uhh, everything that's continuous is animatable, which includes most of the lighting settings. You might want to choose "relative to object" to keep the lights fixed. Unchecked, the lighting will move with the camera
