afro   I am looking for a program that will create animated fractals like the ones in the windows media player.

I have only a passing familiarity with those images, but animation is easy in many fractal generators.

Here is one made in the Chaos Pro 3.2 Freeware (available at http://www.chaospro.de ) (it's up to Version 3.3 now)

<a href="http://i106.photobucket.com/player.swf?file=http://vid106.photobucket.com/albums/m278/sockratease/q.flv" target="_blank">http://i106.photobucket.com/player.swf?file=http://vid106.photobucket.com/albums/m278/sockratease/q.flv</a>

And one possibly more like what you want, which was made in Mutatorkammer (also freeware, and available at http://www.fractalmovies.com )

<a href="http://i106.photobucket.com/player.swf?file=http://vid106.photobucket.com/albums/m278/sockratease/dang-hippy.flv" target="_blank">http://i106.photobucket.com/player.swf?file=http://vid106.photobucket.com/albums/m278/sockratease/dang-hippy.flv</a>

That one dances, but I have no idea how to make it interact with the soundtrack from a media player!  I used Mutatorkammer's "Image" feature and a fractal made in Chaoscope to create that second one.

Is that what you meant, or were you looking to program something that will interact with sound?
