There are quite a few programs that have had this feature for many years.  Here are a few others that did not get mentioned:

  •  the GIMP with plugins


A couple of years back I used the math-map plugin  (  http://www.complang.tuwien.ac.at/schani/mathmap/   ) for creating fractals and found it quite enjoyable. It's still in active development and lots has improved since then but I've been doing other things since. I used it to do texture mapping onto the m-set, and attempted warpings/manipulations of images using the m-set.
