In this excercise:

 If a background pic  is in the correct INI folder, is selected & loaded correctly with the " Background Pic Tab" ,the thumbnail now shows, the Object Colors for Outside & Inside transparencies in the Lighting Panel Tab are set to 255 - the image remains invisible

Q:Why?

..Got It!

My error was NOT checking the " Calculate Transparency" box before recalculating reflections under the Post Process Tab.

The image shows.
