Title: Does anyone know a software that can do this?

Hey guys, I'm totally new here and I wonder
does anyone know a software (or plugin of some sorts) that can do this:

In other words, take a shape (or an outline of a shape) and turn it into a 2D fractal made out of circles.

I know this can be done manually, but that would take a LOT of time.
Is there an automated way to do this?

I think there must be some software for this.
Look at that peacock image for example. Look how detailed that is. (and that's just a part of the whole picture)
It would take ages to do that manually.

OK, I just found one method to do it.
This method uses Adobe Illustrator + a script called CircleFill.

That software seems to only draw circles upon moving the mouse.
That's not what I asked for.
