I have seen this before in a few of groups, and I believe it originated from something that was done a long time ago in some Usenet groups. There was even one group that I was a moderator for on UseNet (I think it was either news.answers or news.newusers.questions) where even the replies where not allowed by anybody unless they were approved or they were made by a moderator.
