CJR confirms the formula

BloomTaps *= sqrt( (GUIviewX*GUIviewY) / (finalImageSizeX*finalImageSizeY) )

works for getting the same bloom effect in large renders that you see in the GUI view, this also gets the right value for the BloomTaps multiplier
Code:
BloomTaps *= (finalImageSizeX/GUIviewX)


the only problem is that the TilePadding must be large enough to cover the extent of the bloom radius, for this image the padding was 100% and the tile size was 768x432
