As far as I can tell this s genuine footage, taken during routine pipe inspection by a underwater flyer, at a huge depth.

The likely candidate is some form of ellyfish, but scale is difficult to determine. My guess is it is only a few metres  across, but it's trailing tail was not explored.

Fractal? Everything is fractal, but sea creatures exhibit a greater Conform ability to a Newtonian fluid dynamic motive reference frame.
